This chapter introduces metapolicies. I give a definition of metapolicies I developed, resulting from the requirements for managing the entire policy moving process. Active and passive metapolicies are discussed, and a classification of metapolicies worked out by me is presented. Examples for each class of metapolicy is given and properties of metapolicies are discussed.
Not considered are here metapolicies for exchanging policies as Hosmer and Kühnhauser have suggested, because very little is known about their requirements.
